Shaw missed Manchester United’s 2-2 draw with Arsenal on Wednesday with a knock.
But he was fit enough for a place on the United bench to face Fulham today.
However, just five minutes before kick off, United announced Shaw would miss the game.
And it was confirmed Shaw’s place was taken by Andreas Pereira.
United boss Jose Mourinho made four changes to the starting line-up with Phil Jones, Ashley Young, Juan Mata and Romelu Lukaku all coming in.
Eric Bailly, Matteo Darmian and Anthony Martial are left out entirely while Marcos Rojo drops to the bench.
Before the match, Mourinho said he wanted to see happiness from his players.
He said: “I want to see the same happiness, desire, intensity.
“Let’s see if it’s possible because it was a hard game [against Arsenal]. I don’t know how the boys are going to react, but no excuse because Fulham are in the same situation as us. They need points, we also need points.
“People say strikers’ lives is about goals. I agree, I disagree. I prefer to focus on why I disagree and don’t put any pressure on him in terms of you have to score goals.
“The pressure is, you have to follow the dynamic of the other boys, with that intensity, desire and happiness.
“You can be happy even if you are not scoring goals, and the team needs that.”
